S.W.A.P. Re-designation Application Form

PLEASE READ THE ENTIRE APPLICATION VERY CAREFULLY AND ENSURE THAT ALL REQUIRED ITEMS ARE ACCURATELY COMPLETED TO THE BEST OF YOUR KNOWLEDGE. INCOMPLETE APPLICATION FORMS MAY NOT BE ACCEPTED. SUBMITTING THIS APPLICATION DOES NOT GAURENTEE THAT YOUR PROPERTY WILL BE RE-DESIGNATED.


1.       BACKGROUND

As part of the Municipality’s Development Plan Review, we are accepting re-designation requests from any property owner that wants to change the designation of their property. We have created a specific application form and process called “Switch With Another Property or “S.W.A.P.” that requires property owners to propose a designation “switch” with another property owner. This application requires that at least two (2) properties and their owners apply together to have their properties switch designations. For example, a property can request to change their designation from Agriculture to Rural Living, if they find another property that wants to change their designation from Rural Living to Agriculture.

2.       DEPARTMENTAL ASSISTANCE

If you are searching for a property to swap with and are unsure how to contact that property owner, the Municipality will provide you with the owner’s mailing information. Prior to asking for a property owner’s mailing information, a roll number from the Applicant must be provided to release that information. On our website, we have created an interactive map that will allow you to find the roll number and designation of any property. To keep property owner’s information confidential, phone numbers and/or e-mail addresses will not be provided.

3.       GENERAL REQUIREMENTS

For a SWAP Application to be considered for re-designation by the Municipality and the Province, the following is required:

  1. Two (2) or more properties be listed on the application to exchange designations of properties;
  2. The acreages of properties be approximately equal to each other, however, properties proposing to re-designate to Agriculture or Escarpment Areas may be greater in size;
  3. Properties proposing to re-designate to Agriculture or Escarpment Areas shall not contain more than one (1) existing residence;
  4. Re-designation swaps shall not create designations that are not contiguous with the surrounding property designations i.e. properties must be located on the edges of the designation cluster and not in the center; 
  5. Properties located within the LUD’s of Lorette and Landmark and surrounding “Future Town Area” properties are not eligible for the SWAP application; 
  6. Properties applying to swap designations shall/must be located within the same Development Plan area as outlined by the Development Plan maps. See next section for more details.

4.       SPECIFIC REQUIREMENTS (BASED ON PROPERTY LOCATIONS)

For a SWAP Application to be considered for re-designation by the Municipality and the Province, the following is required:

1. If both properties are located within the Northwest Area of Taché (See Map 1A: R.M. of Taché – North West below), the following designation swaps may be applied for:

a) Agriculture Area and Rural Living Area 

b) Agriculture Area and the Village Area of Dufresne

2. If both properties are located within the South Area of Taché (See Map 1C: R.M. of Taché – South below), the following designation swaps may be applied for:

a) Agriculture Area and Rural Living Area 

b) Agriculture Area and the Village Area of Linden

3. If both properties are located within the East Area of Taché (See Map 1B: R.M. of Taché – East below), the following designation swaps may be applied for:

a) Escarpment Area and Rural Living Area 

b) Escarpment Area and the Village Areas of Ste. Genevieve or Ross

c) Escarpment Area and Agriculture Area

5.       DEADLINE

All SWAP Applications must be completed and submitted to the Municipality by November 3, 2023 at 4:00 pm. Late applications will not be accepted.

After the application intake period is closed, the Municipality will thoroughly review all applications received. The review could take several months. All applicants will be notified to indicate if their requests for designation change have been tentatively accepted by Council. There is no guarantee that a designation change request will be approved. The revised Development Plan Review requires Minister approval.
